Analysis of CO 2 emissions data in Spain. Entities subject to the European Directive 2003/87/CE

This work constitutes the first analysis document of Greenhouse Gas (GHG) emissions that Spanish companies, within the framework of the Kyoto Protocol and affected by the European Emission Rights Trading Directive, have accounted for since the start of the implementation of the first National Allocation Plan (PNA-I) in 2005, up to the latest information published by the National Registry of Emission Rights (RENADE) referring to data from 2008.

Controlling and accounting for GHG emissions on the planet, both now and in the future, is necessary in order to establish global and joint policies that are useful for mitigating and adapting to Climate Change. The Empresa & Clima Foundation together with the Barcelona Chamber of Commerce, Industry and Navigation, promoters of this work, are aware of this, which is why this study was born with the firm intention of continuity, wanting to become a reference and consultation framework for data on the compliance of the Spanish sectors and geographical areas with respect to the current and future emission allocation plans.

The informative nature of the document has marked the analysis methodology, and in this sense, it has sought to capture in the study of data those relations that are easier and more intuitive for the reader, with the aim of facilitating their understanding. In the same way and with the same objective, a presentation structure has been established that is repeated throughout the document, for each sector and geographical area, this facilitates the comparability and understanding of the information presented.

All the disaggregated data that have been used in this work for the preparation of the study, are of a public nature and are available to people who want to access them. The author’s work has consisted in compiling the data from the different public sources, relating them and capturing the results in this document. The sources used are:

– European Emissions Trading Directive (Directive 2003/87/EC).
– Royal Decree 777/2006 of 23 June.
– First National Allocation Plan (Period 2005 – 2007).
– Second National Allocation Plan (Period 2008 – 2012).
– Emissions balance by installation (years: 2005, 2006, 2007 and 2008).
– National Institute of Statistics
– GHG emissions by Autonomous Communities from the Spanish Inventory series 1990-2007 (Ministry of the Environment and Rural and Marine Affairs).

From all these data sources described, the document presents the data separated into two periods, the first of them, from the analysis of the aggregate data for the years between 2005 and 2007, a test period for the implementation of progress of the European emission rights market and that served as a starting point to be in full swing in the current period 2008-2012, defined in the Kyoto Protocol. The data from this trial period is presented in aggregate since the detailed annual study presented excessive instability as a result of the multiple entries and exits of the system of the affected companies, since the business censuses were in constant movement. With the aggregate data for the period, it has been possible to present clearer results. The second period referred to corresponds to the data for the year 2008, the first effective year of the Kyoto Protocol and the last year of the balance published in RENADE.

As the reader can see, the analysis is carried out from top to bottom (top down) based on the industrial sectors established in the RENADE reports, corresponding to the headings described in Royal Decree 777/2006 of June 23. The first level corresponds to the data from the Spanish sectoral summary and an aggregate of non-sectoral data by Autonomous Communities (CCAA) is also included. The second level of analysis corresponds to the industrial sectors already grouped for said Autonomous Communities. Finally, the third level is developed from the sectors within the provinces of each CCAA.

It is worth mentioning that the data found in the public emissions balance documents mentioned above, have been found in some facilities, significant incidents and absences of data that have been isolated as far as possible so that their meaning and impact on the results are as low as possible. There are facilities that have accounted for emissions without having prior assignments, and vice versa, that is, facilities that had emissions assignments but have not presented a balance.

In the first part of the document, data from the period 2005-2007, it has been considered convenient to include, in the data of the Autonomous Communities, a small summary of general statistical information with the aim of framing the emission data within a specific context. . Said data also includes information referring to the diffuse and global emissions of each community, and which are outside the scope of this study (Spanish emitters within the scope of Directive 2003/87/EC). In the same way, in said period, it has been considered convenient to incorporate a graph that expresses the degree of concentration of the emissions in relation to the installations.

Another of the differentiating data between the analysis of the first period (2005-2007) and the second (year 2008), is the existence in the first of information, tables and graphs aggregated by the three main areas or sectors of activity: electricity generation, construction and industry in general. All this information described, which is of a more contextual scope, has been considered convenient to omit in the second period of analysis since there have been no substantial and significant variations in them that alter the context defined for the first period.
