The starting point of the Plan is the need to massively increase technological development, manufacturing production and the installation of net-zero products and energy supply, and the added value of an EU-wide approach to tackle this challenge together. This is hampered by global competition for raw materials and skilled personnel. The Plan aims to address this dichotomy by focusing on the areas where Europe can make the biggest difference.
