That would be roughly one of the main conclusions of the Special Report 18/2023 Climate and energy objectives of the EU, which has just been published by the European Court of Auditors. The EU auditors highlight in that report that (1) CO₂ emissions would be significantly higher in the Union if “those caused by international trade, aviation and shipping” were accounted for; and (2), although Brussels has committed to allocate at least 30% of its 2021-2030 budget to climate action (which amounts to approximately €87 billion per year), this amount does not even reach 10% of the total investment needed to achieve the 2030 climate-energy targets, which the Union itself estimates at approximately one trillion euros per year.
