Policy credibility is a key component for an effective and efficient EU emissions trading system

Recent reforms to the EU Emissions Trading System (EU ETS) boosted carbon prices by tightening the cap on allowances and increasing political commitment to it, effectively making actors more forward-looking. Policymakers should therefore consider prices as an indicator of credibility and scarcity, and manage potential future declines in prices by renewing their commitment to the cap.
