The lack of initiatives to decarbonise mobility on the road is the main factor complicating compliance with the Climate Change Law
Greenhouse gas emissions, responsible for global warming, have increased in Spain this year by around 1% compared to 2023, according to provisional data from the Sustainability Observatory. The increase in hydrocarbon consumption as a result of the economic recovery and the increase in emissions in the road transport sector are the determining factors.
With these data, and in the absence of ratification, Spain sees how it is difficult for it to comply with the National Energy and Climate Plan (the main instrument for developing the Climate Change Law), whose objective is to get Spain to reduce its emissions by 23% by 2030 compared to 1990. Now, with the accumulated data, this reduction is 3.07% compared to 1990, so there is still about 20 percentage points to cut when there are five years left for that exam.
Emissions in Spain have fallen by 36.4% compared to 2005, when they reached their peak. They had been reduced between 2018 and 2020; they grew again in 2021 and 2022 after COVID (despite the war in Ukraine and high gas prices), and decreased in 2023 (-6%).
