Truck manufacturers welcome the modification as a sign of support in a particularly complex stage of the energy transition, but they are calling for more infrastructure for zero-emission trucks.
The European Parliament has approved an amendment to the CO₂ emissions regulation for heavy-duty vehicles that introduces greater flexibility for truck manufacturers during the period 2025-2029. The measure, proposed by the European Commission as part of the so-called “Automobile Package” presented on 15 December 2025, had already received the Council’s approval last February.
More flexibility in emission credits
The amendment affects the Heavy-Duty Vehicle (HDV) CO₂ Emissions Regulation and changes the way emission credits are calculated over the next few years. With the new wording, manufacturers will be able to generate credits when their fleet’s average emissions are below the legal target set until 2029. The aim of this regulatory correction is to smooth the transition to the next major regulatory milestone: the significantly stricter emissions reduction targets set for 2030.
