EU delays implementation ofCO2 emissions trading system for road transport to 2028

Representatives of European parliamentarians and the Council have reached an agreement to make compliance with CO2 emission reduction targets more flexible: the 90% reduction is maintained as a general target for 2040, but measures are introduced to make the green transition compatible with improving the EU’s competitiveness. The application of the emissions trading system (ETS2) to road transport is also delayed until 2028. On Tuesday, negotiators from the Parliament and the Council reached a provisional political agreement on an amendment to the EU Climate Law, endorsing the EU’s binding intermediate climate target of a 90% reduction in net greenhouse gas (GHG) emissions by 2040 compared to 1990 levels. But, in line with the latest “revisionist” measures being promoted by the EU, the procedures to achieve this objective have been made more flexible. It should be noted that this agreement, in order to be effective and published in the Official Journal of the European Union, has to pass one last step: it must be approved by both the plenary of the European Parliament and the Council. Returning to the agreement, among the flexibility measures, it has been agreed that, from 2036, the emissions of each state can be reduced by up to five percentage points (two percentage points more than what was proposed by the Commission) by obtaining international carbon credits.
