Spain will not have to make any legal changes to apply the agreement reached on Thursday by the negotiators of the European Council (member states), the European Parliament and the European Commission so that from 2035 new cars and vans with combustion engines cannot be sold in the European Union.
This is because article 14.2 of the Climate Change Law already states that the objective of vehicles with 0 emissions would be adapted to the provisions of community regulations, explain from the Ministry for Ecological Transition.
Specifically, it establishes that the necessary measures will be adopted, in accordance with European Union regulations, so that new passenger cars and light commercial vehicles gradually reduce their emissions, so that no later than 2040 they are vehicles with emissions of 0 g CO2/km in accordance with Community regulations.
The co-legislators on Thursday agreed on aCO2 emissions reduction target of 55% for new cars and 50% for new vans by 2030 compared to 2021 levels and 100% for new cars and vans by 2035.
However, the agreement includes that, after consultation with stakeholders, the Commission will present a proposal to register vehicles running exclusively on CO2-neutral fuels after 2035 in accordance with EU law, outside the scope of the fleet rules and in accordance with the EU’s climate-neutrality objective.
Among these fuels are biofuels, which are made from waste, and synthetic fuels, which are made with capturedCO2 and renewable hydrogen. Both are net zero emissions because for their production they capture the equivalent of what they emit during use.
According to data from the Spanish automotive sector, between January and September 707,613 vehicles were registered in Spain, of which only 25,105 were pure electric, 3.55% of the total.
In the first nine months of the year, plug-in hybrids (combining combustion engine with electric battery with at least 40 kilometers of autonomy) reached a share of 4.91%, with 34,719 registrations.
Gasoline vehicles accounted for about 37% of the market, with 261,032 units registered, and diesel 28%, with 199,647 registrations.
Non-plug-in hybrids (combining fuels with electric batteries without autonomy) accounted for 25% of the total, 174,691 new vehicles registered.
