CAGRUEPA

The CAGRUEPA cooperation project, subsidized by the Barcelona Provincial Council, consists of a twelve-month program for the institutional strengthening of the State of Paraiba in terms of urban waste management.

In the state of Paraiba, located in the northeast of Brazil, currently 98% of the municipalities deposit their urban waste irregularly and, above all, in open-air deposits with the consequent environmental and health risks. Since 2010, the national government has promoted the development of municipal urban waste management plans, although in 2013 the process was very delayed. In this situation, the project is proposed to support the government of Paraiba in the development of its management plan.

The project wants to strengthen the capacities of local actors to be able to be self-sufficient in establishing their action plans with regard to waste management, considering the environmental perspective and without neglecting economic and social aspects, thus making respect for the environment compatible with improving the quality of life of citizens.

To achieve the general objective, several specific objectives have been defined:

• Provide adequate training to local actors on urban solid waste management and build their capacity as trainers.
  In this phase, the necessary knowledge, tools and materials will be provided and the appropriate follow-up will be carried out to ensure the consolidation of the training provided.
• Develop the self-sufficiency of local actors to estimate their needs, evaluate the available options and design municipal plans for urban solid waste and operational action plans.
