Special Report: Common Agricultural Policy and Climate

According to the report of the European Court of Auditors, the Commission allocated more than 100,000 million euros (more than a quarter of the total budget of the Common Agricultural Policy – the CAP) to mitigation and adaptation to climate change during the period 2014-2020 . This report examines whether the adoption of effective practices was incentivized better than in the period 2007-2013. The study is structured around the main sources of these emissions: livestock farming, soil fertilization and land use. It finds that these funds had little impact on agricultural emissions, which have not changed significantly since 2010. Most mitigation measures supported by the CEP have low potential to mitigate climate change and measures with high potential are rarely funded.
