Risks and benefits of integrating permanent carbon removal into the EU Emissions Trading System.

The main objective of the ETS is to reduce greenhouse gas emissions, and any possible integration of permanent carbon removals into the EU ETS should be carefully managed to preserve this basic function. The aim of this report is to analyse and provide recommendations to address the potential impacts on the functioning and integrity of the EU ETS and the short- and long-term demand for permanent carbon removals.
