The auditors point out that the fund does not guarantee sound financial management or offer certainty about its effectiveness. The report points out that it is not clear to what extent the mechanism will incentivise new green investments, since the aid will be based on historical levels of production. The auditors also criticise the fact that the Commission has requested exceptions to EU budgetary rules that are not fully justified.
