To ensure the supply of critical raw materials, the EU aims to diversify imports, increase production and manage resources. Although the Critical Raw Materials Regulation sets a strategic direction, its objectives are unjustified, and the data are not rigorous. Efforts to diversify imports have not yet produced tangible results, and bottlenecks are hampering production progress.
