The analysis covers a period in which the EU has not only emerged from the COVID crisis, but has also responded to the war in Ukraine. The EU has experienced rising inflation and pressure from policy measures in other economies, so it is essential to respond with a forward-looking strategy. The report is designed to take account of this context, and to put the Member States’ own conclusions into perspective.
