The European Commission approved on March 4 a new legislation that gives the technical inspection the responsibility for the collection of data on carbon dioxide (CO2) emissions in passenger cars and light commercial vehicles.
The rule provides for how the bloc’s member states will have to track and report data on carbon dioxide (CO) emissions.2) passenger cars and light commercial vehicles, as well as information on CO emissions2 and the fuel or energy consumption of such vehicles obtained under real conditions.
From the Spanish Association of Collaborating Entities of the Administration in the Technical Inspection of Vehicles (AECA-ITV), they qualify this standard as “an important advance” that shows the importance of ITV stations to reduce the environmental impact of transport systems.
“The technical inspections of vehicles are an essential element to minimize the environmental impact of transport systems,” said the managing director of AECA-ITV, Guillermo Magaz, who added that “this regulation makes the ITV a key collaborator for State and European Administrations in the collection of data related to fuel and energy consumption obtained in real conditions and, consequently, CO emissions2 of light passenger and commercial vehicles.”
In accordance with articles 10 and 11 of the new implementing regulation 2021/392, as of May 20, 2023, the entity in charge of collecting the information on fuel and energy consumption obtained under real traffic conditions for Member States are the ITV stations.
However, Member States may decide to report this information to the Commission before the date indicated.
With the new standard, the information that will be collected from those registered, through the electronic interface of connection of the vehicles, will be the identification number of the vehicle, the average CO emissions2, fuel or electrical energy consumed, total distance traveled and, in those vehicles with more than one system of energy, fuel and / or energy consumed and the total distance traveled with each of the systems.
