Strong criticism of the Chivite government for its Climate Change Law: “Unambitious”

The ELA union has affirmed that the Regional Law on Climate Change and Energy Transition approved unanimously in the Parliament of Navarra is “unambitious”, in addition to questioning the commitment of the regional government with the environment “while continuing to bet on the TAV”.

In a statement, the union has stressed that the “advances” introduced by the law are “insufficient to face the current unsustainable model of growth” and that the rule “does not include any specific fiscal measure that contributes to combating climate change.”

According to ELA, the law “does not serve to change the model generated by climate change or to address the damage it will cause.” “It will not be enough to carry out the ecological transition that society and the planet need,” they said.

Specifically, from the union they have explained that this Provincial Law contains “some progress” but that they are “insufficient”: reference is made to the emission reduction objectives and their obligatory nature “but no concrete measures are marked”; the generation of renewables with local participation is promoted “but no solution is specified to combat the installation of large wind and photovoltaic farms”; and the Citizens’ Assembly for Climate Change is created, “but it is only granted consultative status.”

Likewise, they have considered that the law “does not question or propose changes in the unsustainable model based on excessive growth and the policies that are made without taking into account the limits of the planet, such as the TAV, the Palacio de Aroztegia, the Canal de Navarra, the macrofarms or the Muga Mines”. “It does not even establish obligations of objectives and actions for the reduction of greenhouse gases that cause climate change,” they added.

As for environmental taxation or green taxation, “beyond the propaganda, the only commitment is that the Government of Navarre must present one or more bills within a period of 2 years, without even determining the measures that these projects must include”.

For all these reasons, ELA has stressed that “this regional law will not help curb climate change, but it does contribute to making up the environmentally unsustainable action of the Government of Navarra”.

Among the union’s proposals for an ecological transition, the relocation of the economy and the transformation of the most polluting sectors stand out, as well as a just energy transition, which society and the planet need. “There are alternatives to change the model of unjust development that we have,” they said.
