New carbon footprint and emission reduction obligations of Royal Decree 214/2025

The new regulation replaces RD 163/2014, establishes new obligations for the calculation and publication of emissions, and consolidates a verification and incentive system that reinforces the climate ambition of Law 7/2021.
On 12 April 2025, the new Royal Decree 214/2025 was published, which regulates the Carbon Footprint, Compensation and CO₂ Absorption Projects Register, and establishes the obligation to calculate the carbon footprint, as well as to prepare and publish greenhouse gas emission reduction plans for certain sectors. This Royal Decree gives continuity to Law 7/2021, on Climate Change and Energy Transition, and repeals the previous Registry created by Royal Decree 163/2014.
