New vehicles will not be able to emit CO ₂ beyond 2040

New passenger cars and light commercial vehicles sold in Spain must have emissions of zero grams of _CO2 per kilometer no later than 2040, according to the draft Law on Climate Change and Energy Transition, which is expected to be approved tomorrow by the Council of Ministers.

According to sources from the Ministry for the Ecological Transition, this has always been, since the first version, the wording of the article on the limitations for combustion engine vehicles, despite the fact that there has been much talk that the rule was going to prohibit any vehicle that emitted CO₂ on that date.

The text includes other objectives, such as reaching 2050 with a fleet of cars and commercial vehicles already totally without direct CO emissions.₂, as well as a target for penetration of vehicles with zero or low CO emissions₂ by 2030, which the Integrated National Energy and Climate Plan (PNIEC) set at 5 million.

The Law also says that, after consultation with the sector, measures will be put in place to facilitate the penetration of these vehicles, which will include measures to support R & D + i.

Ministerial sources have indicated that aid for the acquisition of electric vehicles will be maintained until 2025, which is the date on which it is estimated that this type of car will continue to be more expensive than a thermal combustion one, because by 2026 and 2027 there will already be a price parity, which together with the lower maintenance and energy costs of the electric ones, it will not make aid necessary.

On the other hand, the bill states that municipalities with more than 50,000 inhabitants and island territories must establish low-emission zones no later than 2023 and that any measure that involves a regression on areas that were already approved must have the previous report of the Ministry for the Ecological Transition.

Regarding electric recharging, fuel and fuel supply facilities, whose aggregate annual volume of sales of gasoline and automotive diesel in 2019 is greater than or equal to 10 million liters, will have to have an electric recharging infrastructure of power equal to or greater than 50 kilowatts (Kw), which must provide service within 21 months of the entry into force of the Law.

In the case of those with an annual sales volume greater than or equal to 5 million litres and less than 10 million litres, they shall install at least one charging infrastructure, which shall be serviced within 27 months.

If in a province, autonomous city or island there is no facility with an annual sales volume greater than or equal to 5 million liters, the facilities that, ordered from highest to lowest volume of annual sales of gasoline and diesel, will reach in 2019 10% of the annual sales in those places, will have to have a recharging infrastructure for each installation that will provide service in 27 months.

From 2021, the owners of new fuel and fuel supply facilities or those who reform them will have to put a 50 kilowatt electric recharging infrastructure, which will provide service from its commissioning.
