The Social Climate Plan will have 9,099 million to protect vulnerable households and companies

The Ministry for the Ecological Transition and the Demographic Challenge (Miteco), the Ministry of Transport and Sustainable Mobility and the Ministry of Housing and Urban Agenda submit the Draft Social Plan for Climate (PSpC) to public information. It is an instrument endowed with 9,099 million euros to protect the most vulnerable groups in a stable way in the face of the volatility of fossil fuel prices. The plan will mobilise investments from 2026 to 2032 for rehabilitation in vulnerable environments, renewable air conditioning, electrification, energy communities and the creation of one-stop shops, among other actions.

The PSpC, which covers the period 2026-2032, will focus its investment capacity on vulnerable groups. The plan will be submitted to the European Commission before the end of 2026 for approval. It is part of a context of international instability marked by the crisis in the Middle East and the blockade of the Strait of Hormuz, following temporary measures such as the 5,000 million social shield.
