Consultation on the EU Emissions Trading System Benchmarks

The European Commission has proposed the update of the reference values of the European Union Emissions Trading System (EU ETS) for the period 2026-2030. The proposal will now be submitted to public consultation and examination by Member States before its formal adoption. The package will contribute to supporting the competitiveness and decarbonisation of EU industry, while strengthening the stability and predictability of the European carbon market. The update of the reference values is a key step in determining the level of free allocation of allowances for European industry. The revision of these values is a necessary step towards setting the volume of allowances that European industry will be able to receive free of charge. According to the approach presented, the industry will continue to have, on average, free allocations equivalent to around 75% of its emissions.

The European Commission maintains that it has used the legal flexibilities available to respond to the concerns of the industrial sector. In addition, with the aim of incentivising electrification, it maintains the coverage of indirect emissions associated with electricity consumption at 14 product reference values, which raises these parameters and represents an estimated financial impact of around 4,000 million euros by 2026-2030.
