CECU sees the Social Climate Plan as insufficient to rehabilitate housing

The Federation of Consumers and Users CECU warns that the rehabilitation of homes “will barely reach 0.36% of the state stock” with the Social Plan for the Climate, which it considers “insufficient”.

The federation has submitted allegations to the hearing and public information of the Social Plan for Climate (PSpC) project, a fund endowed with 9,099 million euros in European and state funding for the period 2027-2032, whose main objective is to alleviate the effects of the entry into force of the New Emissions Trading System (ETS2) on the most vulnerable population. “ETS2 will mean the expansion of the emissions market to buildings and transport, areas that until now were left out, which will result in an increase in the prices of supplies with high_CO2 emissions,” he explained. Although the organization says it “shares the initial diagnosis,” it considers that the current design of the plan “suffers from important shortcomings that may compromise its effectiveness.”
