The president of the European Commission, Ursula von der Leyen, has assured next March will present a proposal on “the first European law of transition towards climate neutrality” with the aim that this “becomes something irreversible”.
This has been advanced during his speech at a round table of the XXV World Climate Summit (COP25) that begins this Monday, December 2, in Madrid, the first one he carries out within the framework of this conclave. What’s more, this is the first official act he attends after taking office this Sunday.
This law for the transition, as he explained, “will affect emission in the main sectors”, as well as in “transport prices”, and will include clean energy “at a fair price” and “a strategy to protect biodiversity”. And when someone mentions the costs, it must be said that it would never cost us to do anything again,” he said.
Among the promises he made to hold the Presidency of the Commission was to make Europe the first CO2-neutral continent by 2050, which means reducing emissions by at least 25% by 2030, among other things. “If we want to achieve that goal, we have to act now and implement our policies now,” he said.
During her speech, the president explained the ‘Green Deal’, “Europe’s new growth strategy”. As he stressed, “it will reduce emissions” while “creating jobs and improving the quality of life.”
In any case, he has affirmed that its implementation needs “research, innovation and green technologies” and, therefore, has indicated that Brussels will deliver a Sustainable Europe Investment Plan, endowed with one trillion euros for the next ten years.
Von der Leyen has warned that the transition “must work for everyone or it will not work” and “leave no one behind.” In this context, he has claimed the Just Transition Fund that will have public and private money, and even with the help of the European Investment Bank.
As he has apostilled, this bank “has committed to become the Climate Bank of Europe”. “We Europeans are prepared,” he concluded, warning that the EU will be “as ambitious” as possible during the COP25 negotiations.
