The Government approves the final free allocation of GHG emission allowances for the period 2026-2030

The approved Agreement affects more than 650 industrial facilities, which will jointly receive 38.1 million emission allowances on average annually during the period 2026-2030.

The Council of Ministers, at the proposal of the Ministry of Industry and Tourism; of Economy, Trade and Enterprise; and for the Ecological Transition and the Demographic Challenge (Miteco), has approved the agreement for the free final allocation of greenhouse gas emission allowances to facilities subject to the emissions trading system for the period 2026-2030. The Agreement affects 664 fixed installations in all industrial sectors. The free allocation of emission allowances to these installations amounts to 38.1 million emission allowances on an annual average during the period 2026-2030. Comparing the last year of the previous period, 2025, and the first year of this following one, 2026, there is a decrease of 1.6%. As a result, the deficit in the coverage of the free allocation of emission allowances for industry, including cogeneration plants and other combustion facilities, will increase from 20.0% to 21.3%. Electricity generation will not receive free allocation of emission rights, as has been the case since 1 January 2013.
