Climate resilience in Europe 2025: progress and challenges. European Environment Agency (EEA).

Europe is warming twice as much as the global average, increasing the urgency of resilience. All EEA countries have adaptation policies, but progress is uneven. Gaps persist in risk assessment, financing and implementation of measures. Cross-border coordination is limited and reduces preparedness for climate impacts. Common methodologies and greater clarity in the management of responsibilities are needed.
