The European Union (EU) is at a crucial crossroads in its fight against climate change. Having committed to reducing its greenhouse gas emissions by 55% by 2030 compared to 1990 levels and reaching climate neutrality by 2050, the EU is now seeking to set intermediate targets for 2040 that are ambitious enough to maintain the decarbonisation trajectory. The new climate target for 2040, considered a decisive step towards the goal of neutrality, nevertheless faces an unexpected delay. Several EU member countries have been reluctant to reach a common agreement on the specific emissions cut, which has led to the postponement of the presentation of the European Commission’s official proposal initially scheduled for the first quarter of 2025. Spain has positioned itself as one of the strongest countries in supporting a radical cut in emissions by 2040, requesting a 90% reduction compared to pre-industrial levels, following scientific recommendations. This approach contrasts with the more cautious stance of other Member States advocating more moderate targets or delaying implementation. This delay, at a critical time for climate policy and as the UN prepares for the COP30 summit, increases pressure on the EU to resolve its internal differences and demonstrate global leadership in the fight against global warming.
