Emissions trading – Putting a price on carbon

This document from the European Commission answers various questions about the legislative proposal that it has presented to review the EU Emissions Trading Scheme (ETS). In it, it proposes that emissions from the EU ETS sectors (including the extension to the maritime sector) be reduced by 61% (increase of 18%) between now and 2030, compared to 2005 levels. In addition, it proposes to phase out free emission rights for the aviation sector, move to full emission rights auction before 2027, and apply emission rights trading to new sectors. Emissions from fuels used in road transport and buildings will be covered by a new independent emissions trading scheme.
