Several associations have presented to the Government a proposal for tax reform of the registration tax of passenger cars, so that only electric vehicles -zero emissions- do not pay this rate.
The registration tax “must reflect the real CO2 emissions of vehicles Spain” affirm the organizations Transport & Environment, Ecologists in Action and ECODES, for whom the taxation of the automotive must be adapted to the principle of “who polluter pays”.
According to the Integrated National Energy and Climate Plan (PNIEC), more than 74% of vehicles in Spain are exempt from registration tax for emitting less than 120 grams of CO2 per kilometre, an “obsolete” measurement, in the opinion of these organisations, and based on the NEDC (New European Driving Cycle) system that underestimates the real values of CO emissions2 .
For Carlos Bravo, head of Transport & Environment in Spain, in the Spanish tax system transport costs do not fully reflect the environmental, social and economic damage of polluting gas emissions produced by the burning of fossil fuels (diesel, gasoline, vehicular gas)”.
Faced with this situation, the three organizations have proposed that the new registration tax redesign the tax rates so that only the purchase of vehicles with zero emissions is exempt and ask to include more tranches depending on the CO2 emission thresholds.
Likewise, they ask that in the face of the increase in marketing and sale of SUV vehicles, a percentage tax step of 4 percent be included as a barrier between emissions less than 120 gCO2 / km and the largest, to continue later with the criterion of increase of 2% according to the sections.
